I can't help but notice that in addition to the statement about government ownership, it's also an indirect statement about government competence. A ten-year old could climb over that gate. Wouldn't even need to do anything about the chain.
True, ZP, but it's not as much about actually keeping people out as it is about liability. If somebody sues because they got hurt going somewhere they weren't supposed to, the gov't lawyers can point to the locked gate and say it's their own fault.

It's a gate to a part of the park at Cumberland Falls. Mostly posted for the symbolism.
