1) A crop of Barney Fife's are created by a federal grant in the middle of nowhere Arkansas,
2) The money runs out,
3) They like being Barney, so they start generating revenue - read:"stealing from passersby"
4) The judge plays along until somebody REALLY gets pissed and they shoot him in the ass in the courtroom.
5) The jig is up.
I like the prosecutor stating he may file charges against the victim. Don't give in just yet, boy, there may be a dollar to squeeze outa the last man left in town.
